Legislature clears way for MOSA withdrawal bill

COOPERSTOWN -- Legislation allowing Otsego County to withdraw from the regional trash authority faces just one more hurdle: The signature of Gov. Andrew Cuomo.

The state Senate this week approved technical amendments to the bill that passed last year. The only "nay" vote in the upper house was cast by Sen. Hugh Farley, R-Niskayuna, whose district includes Montgomery County, one of the three counties involved in the Montgomery-Otsego-Schoharie Solid Waste Authority.

The state Assembly has also consented to the amendments.

Sen. James Seward, R-Milford, the author of the measure, has said he is optimistic it will be signed into law by Cuomo.

"This legislation follows a home-rule request made by the Otsego County Board of Representatives to leave MOSA and pursue other options for trash disposal," Seward said in a statement. "As a state legislator, I have consistently deferred to home-rule requests."

The amendments include a revised formula for dividing MOSA's assets and liabilities between the three counties and drop the word "Otsego" from the organization's name.

Otsego County officials have been mapping plans to have the county join with a private company in a new partnership to oversee waste removal. County officials said they believe they can reduce costs and have greater control over trash than they did with the MOSA.
