Ex-STOP-DWI coordinator arraigned for grand larceny

Former Delaware County STOP-DWI Coordinator Lisa Barrows, 47, of Meridale, was arraigned on an indictment filed May 5 by a grand jury, charging fourth-degree grand larceny, a class E felony.

Barrows was charged Feb. 23 with the felony committed while she was a county employee. She allegedly took a set of golf clubs.

In other Delaware County Court news, Collin Kwasna, 22, of Riverhead, was indicted by a grand jury on charges of second-degree robbery, second-degree burglary and third-degree grand larceny.

The charges stem from an incident March 23 at State University College of Technology at Delhi, when Kwasna entered a dwelling, forcibly stole property in excess of $3,000 and displayed what appeared to be a pistol. He was sent to jail on $5,000 bail.

Herbert Ziegler, 78, of Sidney Center, pleaded guilty to first-degree sexual abuse from a charge in a Dec. 16 grand jury indictment.

He was sentenced to time served, 10 years' probation, an order of protection was filed on behalf of the victim, and a sexual offender classification hearing was scheduled for June 6.
