12. Typing in all caps.

1. Create conversation on issues of interest and concern to fellow readers and local community members.
2. Express opinions and contrarian views.

Rain storms arriving in the area this afternoon could possibly bring strong winds and hail, said National Weather Service at Binghamton meteorologist Mike Evans.

"The possibility of a few tornados can't be ruled out," he said.

Rain was expected to move into the area from the Midwest late Wednesday, Evans said. It is expected to taper off in the morning with severe storms developing Thursday afternoon and clearing out by the night.

"It looks like it's going to be an active weather day," Evans said.
