City to present hearing Wednesday to address housing

ONEONTA _ The city Planning Commission is holding a public hearing Wednesday on a proposed residential facility on East Street for adults with developmental disabilities.

Springbrook is proposing the conversion of a two-story house into a home for five young adults, according to a media release from the city.

According to Springbrook's plans, the home will have five bedrooms; two living rooms; two dining rooms; two kitchens; three full bathrooms and one half-bathroom. It will also have off-street parking and a backyard.

There will be 24-hour supervision at the home, according to the plans.

All five residents will participate in some type of daytime, vocational training program, according to Springbrook, a not-for-profit, state-licensed organization that serves more than 550 people with developmental disabilities.

The hearing is scheduled for the start of the November meeting of the Planning Commission at 7 p.m. The meeting will be held in Common Council chambers on the second floor of City Hall.

The Common Council will also meet this week to consider an increase in the sewer rates. Under the city's charter, sewer rates must be set by local law. Water rates are set by a Common Council motion.

If the local law is approved at the 7:30 p.m. meeting Tuesday, sewer rates for the minimum usage step for city customers will rise by $10 to $120. For customers in the town of Oneonta, the minimum usage step will rise by $15 to $180.

Sewer rates beyond the minimum usage step are based on water-meter readings and are calculated at a rate per $1,000 gallons or a rate per thousand cubic feet, depending on the type of meter.
