ä Samuel Capps, 40, Oneonta, disorderly conduct, $150 fine, one year order of protection, restitution, one-year conditional discharge.
ä Michael Fronckowiak, 24, Arkville, operating motor vehicle by unlicensed driver, $125 fine, $100 surcharge; failure to obey traffic device, $50 fine.
