10. Random and inflammatory statements that are off topic.
11. Advertising of any kind.
12. Typing in all caps.

1. Create conversation on issues of interest and concern to fellow readers and local community members.
2. Express opinions and contrarian views.
3. Stimulate debate with respectful language.

ä Heather Wust, 23, Edmeston, disorderly conduct, $100 fine, 40 hours of community service, one-year conditional discharge.

Aug. 7

ä Nanette Gray, 36, Oneonta, barking dog, one-year conditional discharge.

Aug. 11

ä Samuel Capps, 40, Oneonta, disorderly conduct, $150 fine, one year order of protection, restitution, one-year conditional discharge.

ä Michael Fronckowiak, 24, Arkville, operating motor vehicle by unlicensed driver, $125 fine, $100 surcharge; failure to obey traffic device, $50 fine.
