DELHI _ Read all about it.

Sheriff raps alcohol and drug problem in schools. Extra traffic light needed to slow Main Street rush. Slim chances for school dances.

Delhi's latest newspaper hit the streets last Thursday with plenty of readable items. The premiere February edition of The Village Review got good reviews. And those first 500 copies were going fast by the weekend.

Not bad, considering Rupert Murdoch didn't have a hand in producing this 12-page sheet. It was a small staff of ninth graders from Delaware Academy doing it on their spare time, with no academic strings attached.

"My grandfather was an editor and my father worked for a newspaper and I worked for the paper in town for awhile too," said 15-year-old Jonah Shaw, who is editor, publisher and advertising sales manager of The Review.

The project got started a month ago as a what-if idea.

Immediate action by Oneonta to remove 20-m.p.h. speed zone signs was urged Friday by City Judge Ronald E. Rowley.

Judge Rowley said his court could not, in his opinion, convict a motorist who had been charged with a speeding violation in the 20-mile zones.

"I don't like to decide any case before it comes up," said Judge Rowley, "but my opinion, based on conversations with the Bureau of Motor Vehicles, is that any charge based upon a violation of a 20-mile zone should be dismissed."

The city judge issued his opinion in regard to the state law that went into effect October 1, 1961 which says no city legislative body shall limit the speed on any street to less than 25 m.p.h.

"My opinion," said the judge, "is that there should be a standard 30 m.p.h. zone throughout the city with the exception of school and hospital zones."
